Once the port construction process has been initiated in a town, a harbourmaster must be named by the Mines and Construction Superintendent. The town's Mayor may make recommendations of whom should be chosen for the position.

The harbourmaster is the person in charge of organizing all construction works for a port.

Once construction is completed, the harbourmaster assumes management of the port and carries out the port duties for the town.

The harbourmaster is also responsible for granting or denying ships permission to dock in their port.

The harbourmaster can be dismissed at anytime by the Mines and Construction Superintendent.
